The Management Team
Our head office in Blackburn, Lancashire, is the hub of Halo’s operations, supporting the delivery of flexible, innovative and person-centred housing services across the UK.
Our Management Team brings together extensive experience across housing, property, compliance, governance, income management and customer services. Together, they provide the leadership and expertise needed to deliver safe, secure and high-quality homes while putting Tenants at the heart of everything we do.
Asif Bax – Managing Director
Asif has been part of Halo since its beginnings, joining in December 2011. As Managing Director, he provides strategic leadership and oversees the Association’s financial performance, business development and long-term growth.
As an Executive Member of the Board, Asif works closely with Board Members to ensure that Halo remains well governed, financially sustainable and focused on achieving its aims and objectives. He also leads on developing strong relationships with stakeholders and identifying opportunities for the continued growth and development of the Association.
With extensive experience in the Housing with Care sector, Asif has a strong understanding of the needs of people requiring complex care and support. His leadership is underpinned by a firm belief that everyone should have the opportunity to live with dignity, choice and independence. This vision is central to Halo’s person-centred approach.
Ann Walton – Operations Director
Ann joined Halo in March 2019 and brings extensive experience in housing management, having worked for a number of leading social housing providers across the North West.
Ann has particular expertise in income management, financial inclusion and housing operations, having previously held Regional Management positions overseeing housing services for a range of social housing organisations, including Stock Transfer Associations. She is also a member of the Chartered Institute of Housing.
As the Operations Director, Ann leads Halo’s operational services and works closely with the Managing Director and Board. She oversees the delivery and performance of our frontline services, including Repairs and Maintenance, Compliance and Tenancy Management, and also leads on Governance.
Adam Patel – Head of Property & Compliance
Adam brings a combination of property, IT, project management and data management expertise to Halo. His background in IT and property surveying supports the development of effective systems and processes that help us continually improve our Repairs and Maintenance services.
Adam oversees the effective management of Halo’s property portfolio, ensuring repairs and maintenance are delivered efficiently, provide value for money and meet the needs of our Tenants.
With a highly organised and analytical approach, Adam is focused on maintaining high standards across our properties while ensuring that all applicable statutory and regulatory requirements are met. His commitment to continuous improvement helps Halo deliver safe, well-maintained homes for our Tenants.
Ijaz Khan – Housing Services Manager
Ijaz joined Halo in 2022 and brings more than 19 years of experience across the private and public housing sectors. Prior to joining Halo, he worked within Local Authority Homelessness and Strategic Housing services.
As Housing Services Manager, Ijaz leads our Housing Services Team and oversees the day-to-day delivery of our person-centred housing management services. His responsibilities include Tenancy Management, Arrears Recovery, Anti-Social Behaviour and a range of tenancy-related matters.
Ijaz is committed to ensuring that Tenants receive a high standard of customer service and that our housing services are delivered consistently and effectively. He holds a Degree in Housing Studies and a BA in Public Services Management, complementing his extensive practical experience.
Ben Almond – Income Team Leader
Ben joined Halo in September 2022 as an Income Officer, bringing extensive experience from his career in local government.
During his time in local government, Ben worked across a number of departments, developing a broad understanding of public services. In 2016, he became a Housing Benefits Assessor, building specialist knowledge of benefits, entitlement and social welfare systems. This experience enabled him to work closely with Tenants, their representatives and Local Authorities to support effective rent account management.
Ben became Income Team Leader in June 2023 and now oversees the day-to-day running of Halo’s Income Team. He supports the team in delivering effective income management while ensuring Tenants receive appropriate advice and support to help maintain their tenancies.
